Our allies and partners, who are also targets of terrorism, will continue to share responsibility in fighting these barbaric groups.

We will help our partners develop and responsibly employ the capacity to degrade and maintain persistent pressure against terrorists and will encourage partners to work independently of U.S. assistance.
