116. The Parties will cooperate to tackle illegal migration, including its drivers and its consequences, whilst recognising the need to protect the most vulnerable. This cooperation will cover:

a. operational cooperation with Europol to combat organised immigration crime; b. working with the European Border and Coastguard Agency to strengthen the Union's external border; and c. dialogue on shared objectives and cooperation, including in third countries and international fora, to tackle illegal migration upstream.
