1. For the years 2019 and 2020, in accordance with Part Four, the United Kingdom shall contribute to and participate in the implementation of the Union budgets.

2. By way of derogation from Part Four, amendments to Council Regulation (EU, Euratom) 1311/2013(1) or Decision 2014/335/EU, Euratom that are adopted on or after the date of entry into force of this Agreement shall not apply to the United Kingdom in so far as those amendments have an impact on the United Kingdom's financial obligations.
