Where the aforementioned offence is subject to a penalty of imprisonment, the minimum limit of which is less than one year,

then criminal proceedings shall only be initiated upon the making of a complaint by a victim or a foreign government.

In such a case the complaint must be made within six months of the date the citizen entered Turkey.
